GUANGDONG NUCLEAR POWER STATION PROJECT

In my letter of 15 August I said I would seek your input into the paper we are to submit to Ministers on this subject.

The inter-Departmental committee under my Chairmanship is aiming to put a paper to Ministers on about 17 September, and I am enclosing a first draft of this. It will be considered by the committee for the first time on 8 Sept- ember. I should stress that as there has been no discussion of its contents, it cannot in any way be taken to represent the views of any Department.

Nevertheless, given the tight timetable against which we are working, I would appreciate your comments on the points of principle raised including any support you are able to offer on the recommendations. We have a further meeting of the Group on Tuesday 16 September and your telegraphic comments would be welcome for that meeting.

I am copying this letter and paper to Derek March, BTC Hong Kong, and would obviously welcome his comments. The FCO are writing separately to the Governor of Hong Kong.
