In our telegram No. 1024, we confirmed that the Secretary of State would wish to pursue this during his forthcoming visit to Hong Kong and Peking. The next major step here is to obtain Ministerial approval of the line recommended by officials as regards the roles to be played by the UK and Hong Kong. The timetable for this is very much tied to the Secretary of State's forthcoming visit and, with this in mind, the interdepartmental committee, under the chairmanship of Gordon Manzie of the DOI, and on which the FCO is represented, will meet on 8 and 16 Sep- tember.

2. 1 enclose a copy of the draft paper for Ministers, which will be given a first reading by officials on 8 September. would very much welcome Hong Kong's comments on it, and especially on the recommendations in paragraphs 34 and 35. In view of the tightness of the timing the papers should go to Ministers on 17 or 18 September - we would appreciate your views by telegram to arrive by 09002 on 15 September.

3. The enclosure is very much a first draft on which there has, so far, been no discussion. Any major amendments affecting Hong Kong which arise from the meeting on 8 September will be telegraphed to you.
