role would be to support that in the background but the decisions about the supply
of hardware would be taken by the Executive Committee. Wang emphasised that,
whe a decision to go ahead had been taken, the GEC/CLP link at the Executive
Committee will make decisions between international bids. Those decisions would
be made later by CLP and KEC together so there is "no need to give attention to
the French bid which worries Dr Marshall so much".
After the banquet, Dr Marshall again met Mr Chi, who appears to be a rather
vague figure who works closely with Lu Ying. Lu Ying seemed very pleased and
relaxed and, when Chi arrived, told him about the banquet discussions. He said
that it was interesting to see the interplay with Wang, Marshall and Kadoorie
simultaneously and he accepted that Kadoorie was saying very similar things to
those of Marshall and also to earlier comments made by Mr Stewart.
During the discussion, Lu Ying asked whether Marshall was happy with the
answers he had obtained and in response Marshall said that he thought that he
had a clear indication that the options would be kept open and that there was a
need to explore a position with the new American Administration. He discussed the
way this might be done following a line he had previously rehearsed and agreed
with Alston (FCO).
Meeting between Dr Marshall and the Governor of Hong Kong
The meeting with the Governor was devoted mainly to a report by Dr Marshall
of his discussions with Lu Ying, the Executive Committee and the meeting after the Executive Committee with the Deputy Governor.
Dr Marshall particularly stressed the importance of the new developments
on reactor safety and indicated how he thought this might affect both the Governor's attitude and that of Sir Lawrence Kadoorie. He referred in particular
to the discussions which had taken place the previous week where it appeared that
a decision had been taken to proceed with collaboration with the French in a
joint bid and expressed reservations about the wisdom of this particular course.
