maintained. Many admirers in UK of Hong Kong's phenomenal economic

success combined with progressive social policies.

Hong Kong/UK relations for Hong Kong's future.

FUTURE OF HONG KONG

3. Recent Chinese statements reassuring but obviously need under-

pinning. Development of commercial and industrial cooperation clearly

helpful towards securing Hong Kong's long term future.

[If pressed] The question of the long-term future of Hong Kong and

the related one of the leases in the New Territories is being looked

at. But can say no more than that.

SIGNIFICANCE OF GUANGDONG PROJECT

4. Project of great interest. Appreciate its potential political

significance. Should contribute to development of Hong Kong-Guangdong

region. Should also encourage China's vested interest in Hong Kong's

stability in view of the foreign exchange earnings which will accrue

to China through the sale of electricity to CLP. Clearly also possible

benefits for UK industry.

POSSIBLE HMG FINANCIAL PARTICIPATION IN GUANGDONG PROJECT [If raised]

5. Helpful to have Sir Lawrence's assessment of Chinese attitude.

This is really a matter for Secretary of State for Industry. Presume

discussed with him. Sure full consideration will be given to role HMG

should play.
