In introducing this economic study, I feel it would be useful for me to recapitulate some of the events which have led up to the present state of negotiations between the KEC and CLP for a possible nuclear power station in Guangdong Province.
The first meeting between KEC and CLP took place on 21st November 1979, in Guangzhou. A list of those present at that meeting is appended to these notes as Attachment One.
