THE SALIENT POINTS IN THE PROCEEDINGS OF THE
9TH MANAGEMENT GROUP MEETING HELD IN GUANGZHOU
ON THE 9TH JULY 1980, AND OTHER IMPRESSIONS
GAINED FROM INFORMAL DISCUSSIONS
The main points which emerged were:

A clear indication came from Mr. Chen Gang who said tha

CLP. He added that in a project of this size, the interests
of the following parties should be taken into consideration.
Guangdong Province
China

b.

Hong Kong
d.
The United Kingdom.
Mr. Chen went as far as to say that it would be an improper
thing to do, if any of the above parties were omitted from
consideration.
On various occasions, CLP put the question of U.K. Government
participation to KEC, and in each case they were assured that
KEC had no objection.
Mr. Chen Gang said that if the U.K. Government was willing to
back CLP, then instead of raising any objection, KEC should
indeed welcome it ; considering the fact that backing from a
government would be of greater value than that from any other
organisation. He suggested that CLP should now go ahead and
seek the views of the U.K. Government and see if support would
be made available.

It was reiterated at the meeting that in the event of services

and equipment from different countries being equally competitive
preference would be given to Chinese and U.K. interests.
This was summarised by Mr. Chen Gang under the two following
principles.
a. The services and equipment must be
be competitive.
b. Having satisfied the first condition, then the interests
of Guangdong Province, China, Hong Kong and U.K. must be
taken into consideration.
