The following points arose:

a) Castle Peak 'B' Station: Mr March was optimistic about the

prospects for acceptance of the UK package organised by CEGB. The timetable is that the specification will be put out at the end of April, the package will be presented in June and a decision on it taken by September. The contract should be signed by March 1981. Completion would be 1987-88. Mr March expects that CLP will probably decide to go ahead without British consultants (the same procedure as was used for the 'A' Station) since this would avoid the appearance of a put up job.

The B Station will consist of two times 660 MW generators, totally coal-fired.

b) Guangdong Nuclear Power Station : Somewhat surprisingly,

Mr Stones of CLP had agreed with Mr Lippitt to accept the idea of official UK representation on the CLP delegation in the working group with the Chinese. This had been sold in the terms that in many cases the person concerned might be a nuclear expert from the NPC but it was left open that on occasion a government official might attend if particular political or other points needed to be covered. Mr March is reasonably hopeful that Sir Lawrence Kadoorie will stick to this undertaking by Mr Stones although earlier he was very much against the idea.

Mr March has asked that the section of the paper which was discussed at the interdepartmental meeting on 16 January which dealt with the Hong Kong Government's interest in the deal should be telegraphed to him so that he can check this with the Political Adviser. I have asked Ms Ritchie to do this.
