Dear Robert,
GUANGDONG NUCLEAR PROJECT
As you know my Secretary of State has now circulated our interdepartmental report on this subject.
I undertook to prepare the first draft of instructions to HMA Peking which would issue if and when Ministers agreed the line proposed. In anticipation I attach the draft of a possible telex. If it would be helpful we could reconvene to discuss it. Alternatively you may feel we can clear it in correspondence.
I am conscious that the first half of the attached may be superfluous as it summarises some of the points already made in our report. Equally there is little back up briefing on exactly what the assurances we are seeking amant to in practice nor on our capabilities to offer advice in the nuclear field. Will all this be well known by HA Peking? Finally I wonder whether the Hong Kong end should be instructed to make similar parellel poises in Guangdong, either Thomson at BTC or political adviser HK Government might be suitable candidates.
