Ministers have accordingly agreed:

(a) that the UK should continue its close industrial and official

involvement in the project through the provision of technical support to CLP and the Hong Kong government (via the Nuclear Power Corporation, Nuclear Installation Inspectorate, UKAEA, etc) in assessing the proposal;

(b) that the UK should indicate to China that the nuclear proliferation assurances would be no more strict than those proposed by France; we

should stop short at this stage of stating that we should not require inspection, since to do so might prejudice our non-proliferation aims

in the subcontinent.

Mr Fowler can therefore reassure Sir Lawrence Kadoorie as to the UK's

continued commitment to the project.
