As foreshadowed in my INDUS 94 I will be visiting Hong Kong between 20 April and 27 April and will be accompanied by my wife. We arrive on Thai Airways TG610 via Bangkok at 12.35 and if a car could meet us even at Sunday lunchtime it would be most helpful.

I have three objectives:-

1

to conduct a monitoring of the Castle Peak and transmission projects;

2 to support HM Chief Nuclear Installations Inspector in at least his initial discussions with Hong Kong Government and CLP;

3 to discuss the developments on the Guang Dong project in the light of the SLK/Marshall visit.

In addition my wife a Principal in the Department of Energy dealing with international energy matters has to conduct an energy survey of Hong Kong and write a report. Her objectives are set out in an attached note and are rather wide-ranging. For us to achieve these objectives within one week will need most careful planning and we are obviously heavily-reliant on you and George Burgess.

Monitoring Review

To some extent the monitoring will have to be carried out in between discussions on the other issues. However, I clearly must see Bill Stones, Roy Brooks, Brian Hernen, Peter Read at CLP together with Jack Woods at site and Tim Fisher of GEC also probably at site. A look at progress on the transmission line with Tony Shine could perhaps be organised at the same time as the visit to site. Perhaps Saturday 26 April might be convenient.

I should also see George Burdett of Balfours. A separate word with Herb Sculnick would also be helpful in the context of the B Station planning report. Since my wife also wants to have words with CLP on how they establish load forecasts as well as understanding the current demand flows as between night and day, summer and winter, and industrial and non-industrial users, a lunch-time meeting with Sculnick might be a way of proceeding. My wife could then have separate discussions
