GUANGDONG NUCLEAR PROJECT
We are to discuss our stance on the support that we are to offer the CIP team negotiating with KEC on this subject in the light of BTC 44, 45 and 46.
My Secretary of State has now written along the lines agreed interdepartmentally to Sir Lawrence Kadoorie and I attach a copy. This did not issue until I received the attached telex from Tony Wicks, Finance Director of NPC which provides an undertaking that the 50% of the total costs not to be provided from the overseas projects fund will come through the NFC.
I have subsequently received the attached letter from NPC together with a letter from BEI which notes that although the Managing Director of BEI was prepared to support efforts on this project, his masters within the CEGB were not.

In addition to the Whitehall meeting at 2.30 on Wednesday 9 April in your room, a meeting is being arranged for late afternoon Thursday 10 at which NPC (Franklin, Stewart and Wicks) together with UKAEA (Collier) will be represented. objective is to reach an agreed view on how we proceed so I can brief Hong Kong accordingly and so that the UK support efforts can proceed against the very tight timescale established.
