I understand from the Department of Industry that Richard Brown's visit to Hong Kong has been cancelled and that his wife will not at present be undertaking a separate visit under Department of Energy sponsorship. I I was waiting until this was settled before replying to your letter.

It was very helpful to have your views and the outline of Mrs Brown's proposed study. I must assure you that Hong Kong's doubts and our own were not over her qualifications in this area, We did however share Derek March's concern that work of this sort

should only be undertaken after full consultation with the Hong Kong authorities. They do of course have very extensive expertise on the subject and, I suspect, will already have examined most of the questions in the synopsis in some detail.

4. If you wish to follow up this idea it would be helpful to have a rather more detailed idea of the aims of the survey.

Are you, for instance, more interested in Hong Kong as a basis for comparative study in planning our own energy policy or in the commercial prospects for British industry? If you could let me have more background we could discuss how best to go ahead, for example whether to work through Derek March, as Senior British Trade Commissioner, or the Hong Kong Government (probably the Secretary for Economic Services), or both.
