Thank you for your letter of 29 August,

I quite take your point and fully appreciate the delicacy of the situation. On receipt of your letter I despatched tel no 720 of 29 August to Hong Kong asking for their report on contributing oil receipts for 1979 and for an explanation of the reasons behind the delay in their submission. If we do receive a reply by 15 September, I will chase Hong Kong again.

3. On another point, I mentioned in para 5 of my letter of 26 August (not copied) that we would be looking at the travaux préparatoires to the 1969 Civil Liability for Oil Pollution Damage Convention. We have now had the opportunity to study these old papers. Although they do not throw any new light on the problem, they certainly do not lead us to doubt the position adopted in Howlett's letter of 18 August to Dr Ganten.

Finally, I have received your letter of 8 September enclosing papers for the forthcoming sessions of the Executive Committee and Assembly and will let you have our comments on these by 17 September.
