e) Our reply (Telegram No 980) of 31 October, says that

we were very reluctant to agree to a transaction that

is illegal under Saudi law and that Hong Kong should

instead approach Petromin.

Hong Kong require this oil to make good short-falls in

stocks caused by developments at the new Tap Shek Kok power

station (Hong Kong Telegram No 28 to Singapore of 28 October)

It would appear that Hong Kong were aware in advance that

there would be short-falls, and that they do not consider

the position critical. However, if it should become so

divitly helK

we would not be able to help since no surplus North Sea oil

is likely to be available.
