I believe there was discussion some years ago about Hong Kong's position in the Emergency Oil Sharing Scheme of the IEA. Can you establish where matters stand on this? I assume that on acceding to the IEA agreement, we signed on behalf of Hong Kong (and the other dependent territories) but is Hong Kong, in fact, in any way covered by the IEA?

2. This could be important in terms of Hong Kong's future oil needs but would of course pose problems for the territory in terms of the IEA stockholding obligations (90 days) which are far in excess of the level of stocks which Hong Kong is used to holding.
