facility is to use two or more of the next size down in tankers:
one LR2 could hold the equivalent of about fourtee: days' worth of
Hong Kong's fuel consumption. An LR2 can operate or be moored in
waters of at least 10 fathoms depth. In Hong Kong territorial waters, this would roughly mean an area in the southern waters of the square boundary west of Po Toi and South of Lamma Island and the waters extending up the east Lamma Channel to west Tsing Yi and the north
of a Wan and to an area off the north Lantau coast at Yan 0. The
Director of Marine would prefer the East Lamma Channel which is a major artery for ships entering Hong Kong harbour, not to be used for mooring tankers. As with a VLCC, the LR2 would need to have an adequate crew. An LR2 would be able to discharge its oil direct in Hong Kong.
Environmental Aspects

The Government's Environmental Protection Unit is studying
the possibility of tankers anchoring in Hong Kong waters. The preliminary conclusion is that it need not be ruled out on environmental grounds although there would have to be safeguards. An important aspect would be the condition of any tankers used. Older tankers might have less satisfactory equipment for discharging waste and could cause water pollution. Consideration would also have to be given to what would happen if there was an accident resulting in serious spillage
or leak.
Administrative Aspects
13.
The Government does not posses the expertise necessary to undertake the detailed arrangements for purchasing the oil and operating a floating storage facility. The best solution would seem to be to commission a company, either existing or created for the purpose, with expert knowledge of the oil-industry and the technicalities of moving oil, to act as the Government's agent. A company created for the purpose might have a board consisting of directors from the two power
