THE ADVISABILITY OF PERMITTING PROSPECTING FOR OIL IN HONG KONG

(SCR 1/5401/75)

The Council considered memorandum XCS(80)1. The Council ADVISED and the Governor ORDERED: (a) that the Government should continue not to approve applications to prospect for mineral oil within the territorial limits of Hong Kong; and

:

(b) that no licence should therefore be

granted to Cluff Oil (Hong Kong) Limited.

It was agreed that any publicity should emphasise that explorations for oil were being conducted all along the coast of China and that until the picture became clearer it would be premature for Hong Kong to commit itself to permitting exploration in Hong Kong or its waters, particularly in view of the existing

pressures on space, etc.

(Mr J.H. Bremridge and Mr. M.G.R. Sandberg declared their interest and withdrew from the Council Chamber during the discussion of this item).

(The Secretary for Economic Services (Mr D.G. JEAFFRESON), the Political Adviser (Dr D.C. WILSON) and the Commissioner of Mines (Mr J.N. HENDERSON) attended before the Council for the discussion of this item).
