The low standard of business efficiency in China is

considered in communist circles locally and in China to be adversely affecting the Four Modernisations. Efforts to raise the standard were seen in an economic forum held by the communist newspaper Ta Kung Pao and a scheme being arranged for managers from China to take courses in cost accounting in

Hong Kong.

The Guangzhou Trade Fair opened on 15 October for a month. It was less extensive and more specialised by types of product than in previous years, partly because a number of smaller fairs are being held between the traditional spring

and autumn events.

Chinese undertakings in Hong Kong are abandoning

the CPG system of holidays in favour of those declared by

the Hong Kong Government a further indication of conformity with local practice.

A spinning mill financed by a Hong Kong firm and set up nearly two years ago in the Special Economic Zone of Zhuhai, near Macau, suspended operations so as to allow for a thorough review of organisation and management. Production had been suffering badly because of bad management and inefficient and unmotivated labour. The Chinese authorities appointed a working party to examine the problem and the consequent changes were such as to induce the firm to resume operations and to

plan to establish another mill in Zhejiang Province next year.
