During the month, one more communist school, which had already

suspended operations, ceased to be registered. There are now 26 communist

schools open in Hong Kong and 10 which have ceased to function though still

registered). Three have applied for substantial increases in fees. Communist

schools who applied to join the Government's Bought Place Scheme have been

informed that the Scheme is being run down and no places will therefore be taken

up in their schools (see para 23, December 1979 report).

The Hong Kong Federation of Educational Workers has expressed

satisfaction with its United Front Work, particularly that directed by the

Hong Kong Private Anglo-Chinese Schools Association, whose new Vice-President,

NG Kwok-fu, is in regular contact with leading communist educationalists.

Four former pro-communist officials of the Association have retained positions

of influence, one having been chosen as a representative at the Guangdong

Provincial People's Political Consultative Conference in December 1979.

LABOUR AFFAIRS

17.

Action by Civil Service unions over the 26 suspended Government

dispensers, now reinstated following their return to normal duties, is in

abeyance pending the outcome of the High Court case. Members of the Union of

Post Office Employees refused to work on Sundays and public holidays but, when

temporary workers were brought in, normal working was resumed. The Urban

Services Department General Duties Teams Staff Unions, the Public Health

Inspectors Association and the Association of Government Nursing Staff

each threatered action in differing but limited ways in order to express

sundry grievances. But collectively these activities cover only a small range

of Government staff and have failed to gain public sympathy or even interest.

SOVIET BLOC

18.

An identified RIS operative, who is debarred from landing in Hong

Kong, arrived in the Soviet ship MV Baikal and was required to transfer to an

out-going Soviet vessel before the Baikal was allowed to dock for repairs.
