The KMT in Taibei has approved a plan to establish in Hong Kong
a standing Committee whose function will be to direct and coordinate the
activities of local pro-KMT youth organisations. Local KMT activists with
experience of mobilising youth organisations are on the Committee. The
intention to adopt such a scheme has been mooted since early 1979 and forms
part of the KMT's campaign to counter Chinese communist united front work.
The assessed aim of this Committee will be to develop and utilise the youth
movement in Hong Kong to promote the KMT cause (paragraph 17, April 1979
report).

Special Branch action was taken to neutralise a unit of the KMT
Intelligence Service (KIS) known to have been operating in Hong Kong since. 1977.
Nine persons were arrested, two of them professional agents. The
latter were charged under the Immigration Ordinance and sentenced to 12 and
10 months' imprisonment. The role of the unit was to gather intelligence on China: there was no evidence of it having a sabotage function.

The daily average of legal immigrants without onward travel
documents was 149, i.e. about the same level as over the last 5 months.

The month's total of arrested illegal immigrants amounted to 4,694, a daily average of 151, which was slightly lower than February
(156 a day) but above January (122 a day). However, in the latter part of March, the daily figures were well above those of the early weeks. A feature of the month was the increase in those arriving by land and crossing the bays (3,078 as against 1,649 and 2,226 in January and February respectively). There was a smaller number of arrivals by boat, possibly resulting from more effective Chinese measures in the coastal areas of Dongguan County and the Pearl River estuary to the west and from a scarcity of boats and funds in the east, notably in Haifeng County.
