Cadre Activities
Local cadres continue to focus their attention on impending changes
The reported criticisms made
in the cadre system and conditions of service.
by Deng Xiaoping in January regarding the incompetence of cadres in China are
believed to have fallen on receptive ears among the local cadres since they
may see in the criticisms some prospect of advancement in the management of
State enterprises locally at the expense of those mainland comrades at present
in the more senior positions.

Party activity continues to concentrate on the economic sphere, with
a corresponding reduction in ideological study. There have been several
important visitors from China on economic missions, including a Secretary of the
Guangdong Provincial Party Committee, two Vice Governors of Guangdong and a
delegation of economists, who conducted a seminar (see para 9).

A more senior visitor was the Chinese Foreign Minister, Huang Hua,
who spent a night in Hong Kong on his way back from a tour of South East Asian
capitals. He attended an informal dinner at Government House the first visit
to Government House by a Chinese Foreign Minister since the communists gained
control. The cordial atmosphere surrounding the visit was a further sign of the
relaxed relationship now existing between Hong Kong and China.
