Other KMT activity reflects the continued efforts to improve the

quality of the local KMT trade union movements : some thirty active members went

to Taiwan for a course of trade union affairs. In the tertiary education field,

KMT officials have been cultivating staff and students at the universities and a

College of Further Education.

IMMIGRATION

From China

The daily average of legal immigrants without onward travel documents

was 144, which represents no significant change from figures for previous months.

A total of 7,977 illegal immigrants from China were arrested during

June (a daily average of 266) as compared with 8,123 in May (a daily average of

262). The reasons for this continued high level remain largely unchanged; a

widespread and intense desire to emulate those who have reached the relacive

affluence of Hong Kong; the apparent ineffectiveness of punishments as a

deterrent in many areas;

favourable weather; and another seasonal factor

anxiety to escape before the hard work of the summer harvest begins.

Although the Chinese Security Forces have continued to be active

in the border areas of Shenzhen Municipality, the number of land and bay crossers

The Chinese authorities are reported to be deploying additional troops and police in

these areas to deal with the seasonal increase in escapes but Chinese officials

have expressed doubts as to the prospects of any increase in effectiveness. In

all, it is estimated that between 20,000 and 25,000 regular troops are now engaged

in countering illegal emigration.

Until the middle of the month, arrivals by boat, particularly from the

east, remained high and many people were reported to be planning escape by this
