The Hoi Luk Fung Public School, which is covertly controlled by the
communist Workers Children's Education Promotion Association, has applied to
join the Education Department's Junior Secondary Assessment Scheme. From 1981
the latter will be used in the allocation of senior secondary places. This
application is seen as a test case and other more overtly communist schools may
apply later.

A leading official of the communist film industry has returned empty
handed from a sales trip in South East Asia (para 14, May 1980 Report).
expressed the view that the increasing use of the national language in Malaysia
and Thailand would effect sales of Chinese language films. Cadres employed in
the film industry regard the production of ten films in 1979 as a poor return for the HK$12.7 invested. A plan to centralise the various film production
units has been submitted to the NCNA.

7. group from the communist controlled Chinese General Chamber of
Commerce were taken on a four-day business oriented tour of Guangdong by members
of the Provincial People's Congress. In the cultural sphere, a highlight was the visit to Hong Kong of a Cantonese Opera Troupe from Guangzhou. Considerable
emphasis continues to be placed on United Front work, particularly in support of
the "Four Modernisations".
LABOUR AFFAIRS

The Public Health Inspectors Association resorted to industrial action
to further their demands for higher entry qualifications and a corresponding
rise in salary. The action resulted in some disruption of the slaughter and
distribution of meat in the main Government abattoirs. However, Government's
decision to suspend those involved without pay brought about a return to normal
working.
