I believe that any subject which might include the future of Hong Kong should be avoided and certainly not proposed by us. The problem is that, even in the context of our colonial commit- ments it could still be dangerous for confidence in Hong Kong, which is already touchy enough.

2.

I do not know if we expect that the FAC is likely to press on with a view of Dependent Territories in any case. If that were so it would probably be impossible to avoid Hong Kong coming up at some stage and the suggestion in Mr Mallaby's paragraph 3 would be fair enough. But if there is no steam behind a

Dependent Territories study, I would prefer,, from this department's angle, not to suggest a China/Japan survey.
