1. I attach a draft letter from the Chief Clerk to the Governor, under cover of a draft minute from you to Sir E Youde, on the question of New Territories land leases. It also deals with the matter of a paper on the long-term future of Hong Kong.

2. The drafts have been cleared with FED at Assistant level. However, Mr Davies thought that Mr McLaren should see the letter from Sir E Youde in draft, and so I am sending a copy to him in case he wishes to comment directly.
