FUTURE OF HONG KONG

1. During the Governor's visit, it was agreed, with the Secretary of State's endorsement, that the department would prepare a paper setting out the likely options.

2. Mr Clift agreed with the Governor that we would, as a first step, clear with him a draft outline of such a paper. Mr Clift is anxious to do this whilst he is in Hong Kong but we were not able to get ready a draft before his departure last weekend. I have put something together which is an amalgam of an earlier draft which I did and some notes by Mr Clift. He asked me to show this to you in case you have any preliminary comments. I would then aim to send it to Mr Clift in this weekend's bag so that he can discuss it with the Governor and Dr Wilson in Hong Kong during the course of next week.

3. The attached draft is in fact a fairly full outline and raises many questions. In order to keep the final paper to a reasonable length, much of the argumentation and factual material would have to be relegated to annexes. I have already commissioned work within the department on most of this.
