At Mr Clift's request the Governor outlined the'
position on the Tin Shui Wai development.

If it was confirmed that the exploratory moves originated in Peking then an approach would be needed in Peking to verify this. The Governor felt that Lord Carrington's visit would provide an appropriate opportunity for this. Mr Clift agreed provided Lord Carrington was able to present a firm proposal which had been agreed with China Resources.
The Governor said it was important that if Tin Shui Wai leases were to be discussed in Peking, the project as a whole should have first been approved by ExCo. Sir Jack Cater and Mr Akers-Jones confirmed that it should be 'possible to put the development plan to ExCo for a decision before Lord Carrington's visit. Mr Akers-Jones clarified the formal position which was *** that, when agricultural land was surrendered and a lease was granted for the same land as building land,
