FALKLAND ISLANDS AND LEASIN

I see from Guidance No 125 of 3 December that the idea is being floated about a cession of sovereignty in the Falklands bargained against a long lease back arrangement with the Argentine Government.

It may be far fetched but I can see the possibility of people here asking why there should not be some similar arrangement for Hong Kong. I imagine that there are planning papers on the idea as it affects the Falklands which cover such matters as the legal implications of a cession of sovereignty. I would be interested to see them. Could you please send me anything there is available.
