I would be very grateful for your help with one of the background papers which we will be preparing to complement the study of the long-term future of Hong Kong. We are preparing a note on Hong Kong's economic relationship with China. Part of this should cover the development of southern Guangdong, special economic zones and mutual investment between the Territory and the Province. Since Peter Webb is working on

this topic, it would be extremely helpful if you could prepare a section on this aspect.

We had in mind covering the following:

a) Brief facts on:

i) joint ventures;

ii) special economic zones;

iii) Guangdong Provincial investment in Hong Kong;

iv) Transport links;

v) Hong Kong/Guangdong trade (direct and entrepôt).

b) Comment on:

i) Balance of benefit to each side of economic links;

ii) an estimate of speed of future developments in

Guangdong;

iii) possible future developments, eg Nuclear Power

Station; increased mobility of labour between two areas.
