I am grateful for having been sent copies of your two minutes to
Clift of 1 August, the first summarizing our discussion last Friday
with Griffiths and Morrice and the second discussing the question of
the extent to which it is necessary to consult the Attorney-General
on this matter. My copy of your first minute was accompanied by a
copy of Griffiths's minute of the same date, commenting on it.
So far as concerns your "procedural" minute, i.e. the one about
consulting the Attorney-General, I agree with what you say. I should
mention that the Attorney-General is himself now abroad on holiday
and will be away from the office for the next three weeks. The
Solicitor-General will of course be available to be consulted in his
absence but the Solicitor-General has not previously been involved
in this matter at all.
Your other minute is, if I may say so, an admirable bringing together
of the various conclusions reached and views expressed in our wide-
/ranging
