TALKS WITH THE CHINESE FOREIGN MINISTER ON AND 2 OCTOBER : COMMENTS BY THE GOVERNOR OF HONG KONG
1.
The briefs submitted separately by FED for the Secretary of State's meetings with Huang Hua on 1 and 2 October reflect a number of points made in recent telegrams from Hong Kong and Peking. As additional background, the Secretary of State may find it helpful to see the following key telegrams from Hong Kong on the question of New Territories leases:

a) Hong Kong telegram No 1276, in which Sir M MacLehose
suggests a line on this question; and
b) Hong Kong telegram No 1265, in which the Governor suggests points which Sir E Youde might make with Chinese officials should they try to sound him out on the problem.
On (a), there will in fact be time for the Secretary of State to go into this question a litle more fully, but the Governor's points have been taken into account in the brief.
On (b), Sir E Youde will not now be going to Peking but may travel to Hong Kong on the same flight as Huang Hua and his party. I agree with the line suggested by the Governor and recommend that Hong Kong telegram No 1265 be used by Sir E Youde with Chinese officials should an opportunity occur.
