ANOTHER TALK ON DISTRICT ADMINISTRATION GREEN PAPER (Centro Daily, a special feature)

The proposed District Administration System..... apparently brings about more changes in the New Territories than in the urban area. The existing consultative district advisory board, will become administrative district boards which will consist of elected councillors too.

The Government, in deciding to introduce the green paper in such a hurry, is most probably stimulated by what Xi Zhongru caiả in Macau. that Hong Kong, Macau, and Taiwan were special zones. The Government intends to make it clear that the New Territoeios bolongs to the Central Government of Hong Kong, to provent it becoming an extension of Shenzhen special zone when the lease expires in 1997.

The general public here has developed a tendency to air their grievances to another powerful channel China and the British Government is reluctant to see this "power" overshadowing the power of the Hong Kong Government. Under such a situation, the Government has to improve certain policies and coll.ct public opinions in a systematic way.
