Green Paper

Further to our telegram number 721 of 19 July, you may
find it helpful to have fleshed out in a little more detail the reference in the second paragraph to the lease in recent editorial comments on the Green Paper proposals.
There are several sources for this :
a) The Ming Pao on 8 July said that:
"Under the Green Paper, the Government's ruling power can be strengthened and administrative policies can be carried out more easily in the New Territories. By that time, Hong Kong, Kowloon and the New Territories will become a more united society, both from the social and political points of view. All these will help strengthen the Hong Kong Government's position in negotiating with China about the lease, if such negotiations Take place one day."
B) On June 40 a columnist of the Centre Daily News
described the proposals outlined in the Green Paper us the "greatest reforms in the history. of Hong Kong". Analysing its political significance, the columnist felt that the Green Paper, which was meant to create a sense of belonging among the local population, was a tactic to make it more difficult for China to take back Hong Kong after the New Territories lease expired.
