Sea Charles,
Thank you for your letter of 8 April enclosing one from your constituent, Mr George Mitchell of 137 Beechcroft Road, Swindon.
Mr Mitchell asked for the general outline of cash settlements made to colonial civil servants in such places as India, Burma and Africa on independence, in order to advise his son, who is a Police Inspector in Hong Kong, what sort of settlement he might obtain should Hong Kong cease to be a dependent territory.
Whilst it would be possible to provide such general information, I am afraid that it would be quite misleading to do so for the purpose Mr Mitchell has in mind. We can have no idea what compensation, if any, would be offered if and when Hong Kong ceases to be a dependent territory, and it would certainly be wrong to assume that the arrangements made elsewhere in the 1950s and 1960s, would in any way apply.
I am sorry if I may appear unhelpful but it would be wrong for me to reply in any other terms.
