(b) As regards your comments on the amount of assistance required in the Secretariat on the Protocol side, as you will have seen from Miss Metcalfe's earlier minute, she found on her recent visit that there was a certain amount of know-how for senior Ministerial visits, which both Private Offices and Conference Section consider to be absolutely essential, which was somehow missing, and which Miss Metcalfe took quick and expert steps to rectify; in the event the visit was of course postponed, but we cannot afford to ignore the implications of her findings for when the visit actually takes place, and for this reason we consider it essential for a Conference Officer to stage on ahead to Hong Kong for a visit of this kind. I think our conversation was a very useful one, and I look forward to hearing from you, vis à vis Mr March.
