POINTS TO MAKE (Defensive)

Since Ambassador in London raised with Sir Murray MacLehose,
there have been two meetings between officials. We have explained
what privileges can be granted under existing legislation in Hong
Kong. We want to help the Visa Office to function efficiently but
do not think it appropriate to introduce special new legislation.
We are agreed that the Office is not to be an official Chinese
