CONFIDENTIAL
SECRETARY OF STATE'S VISIT TO HONG KONG: 26-29 SEPTEMBER
BRIEF NO.7:
DISCUSSIONS WITH THE GOVERNOR AND SENIOR OFFICIALS:
NEW BRITISH NATIONALITY LAW
POINTS TO MAKE
1. Proposed new law on British Nationality should not be seen as
means of distancing Hong Kong from the UK. New law framed to make UK
and Dependent Territory citizenship consistent with our immigration
laws.
2. White Paper, which provides for separate category of citizenship
for Dependent Territories, emphasises the importance of the constitu-
tional relationship between the UK and Dependent Territories.
3. Publication of White Paper gives Hong Kong further opportunity to
comment on the proposals.
