LORD CARRINGTON'S VISITS TO HONG KONG, JAPAN AND CHINA
1. Lord Carrington will visit Hong Kong, Japan and China
from 25 September to 7 October. It would be helpful to
know his general views, particularly on the programme
for his visit to China so that we can initiate
discussions with local governments.
2. I set out below provisional lists of objectives for
each visit, and a discussion of programme options. These
options are set out more schematically at Annex A, with
(in the case of China) short notes on the various
provincial cities which could be included. I am assuming,
but should be grateful for confirmation, that Lord
Carrington will be accompanied by Lady Carrington; that he
will be travelling by his own VC10; and that he would wish
the costs to be defrayed by having a media party on board, on a self-paying basis.
3. We shall also need to tell the Chinese soon the rough
size of the party, so that they can arrange accommodation
(they will probably offer Lord Carrington a guest house).
I attach at Annex C a suggested composition.
