LORD CARRINGTON'S VISIT TO CHINA

1. In his minute of 15 August, Mr Jack sought your views on the agenda for Lord Carrington's talks during his forthcoming visit to Japan.

2.

Lord Carrington will also visit China (from 2 to 6 October), where he will have two sessions of talks with the Chinese Foreign Minister and one or more other calls.

3. The agenda for his Peking talks will be less formal, and more predictable than for the Ministerial Consultations in Tokyo. But we have been asked to seek Lord Carrington's early views. I should be grateful for comments on the attached draft by llam Thursday 21 August. I apologise for the shortness of notice.

4. I should note that the opportunities for substantive discussion will be limited, given the need for interpretation and the inevitability of an extended Chinese lecture on the iniquities of the Soviet Union. It would be particularly helpful to have advice on whether, and how, the following subjects should be included in the agenda: Africa, UN issues, North/South (including IMF/IBRD), nuclear non-proliferation and arms control, and the NAM.
