SECRETARY OF STATE'S VISIT TO CHINA: FUTURE OF HONG KONG

1. I attach a summary record of the conclusions reached during the meeting with the Chief Clerk on 8 August and a revised version of the 'points to make' for the Secretary of State to use in Peking.

2. We intend to submit these to Mr Blaker when he returns from leave at the beginning of September. I should be grateful, therefore, for any comments by the end of this month.

3. We shall clear the background brief with David Wilson when he is in the Office on 11 September. We shall want to take account of the note which you commissioned on the economic consequences for Hong Kong of a failure to come to an arrangement on leases, Hopefully, it will be available by then.
