4. The Governor has specifically asked that Lord Carrington

pay special attention to the Royal Hong Kong Police Force

during the visit. The Governor's argument that the visit could

help boost morale in the Force is a sound one. The programme

therefore includes a meeting with the Commissioner of Police, who

is personally under attack in connection with the MacLennan

affair, and dinner with Senior Police Officers on Sunday.

The latter does not seem incompatible with Mr Lyne's request

that Sunday should be as far as possible a day of rest.

The programme makes no provision for a formal public

speech although a number of items will offer good subjects

for local television coverage and the visit can be rounded off

by a half-hour press conference immediately prior to

departure.

6. We are consulting the Hong Kong Government on a programme

for Lady Carrington and will submit separately on the

arrangements for her to see public housing (Mr Lyne's minute

of 15 August).
