DISCUSSIONS WITH THE GOVERNOR AND SENIOR OFFICIALS

4. The UK/Hong Kong bilateral issues which the Governor will wish to

discuss include a number which have aroused strong feelings in Hong

Kong. These may well be taken up by the Unofficial Members of the

Executive and Legislative Councils or the Urban Council. Likely sub-

jects are:

(a) the new Defence Costs Agreement (Brief No.5);

(b) the effect of the increase in higher education fees for Hong Kong

students in the UK (Brief No.6);

(c) the proposed new British Nationality Law (Brief No.7);

(d) the preliminary discussions on the renegotiation of the Multi-

Fibre Arrangement which is expected this autumn (Brief No.8).

5. New arrivals of Vietnamese boat refugees in Hong Kong and a rela-

tively slow rate of resettlement continues to cause problems for the

territory. The Governor may wish to up-date the Secretary of State on

the present position (Brief No.9).

Discussion of Hong Kong/China relations will focus on the continuing

problem of immigration from China. The Secretary of State will wish to

discuss with the Governor what he proposes to say on this in Peking and

the implementation of the Governor's proposals to repatriate all illegal

immigrants (Operation Champion) (Brief No.10). The Governor will wish

to discuss the long-term future of the territory and Chinese attitudes

towards Hong Kong, including the practical problems arising from the

expiry of the New Territories lease in 1997 (Brief No.11).
