LORD CARRINGTON'S VISIT TO THE FAR EAST : ANNOUNCEMENT

I attach a draft minute from you to News Department, copied to PS/LPS, setting out the text for the announcement of this visit on Tuesday, 9 September, together with appropriate background material on China.

2. News Department and PS/LPS (who are acting for the Private Office this and next week) have agreed that this is the best way, bureaucratically, to handle the announcement. You will wish to hold the minute until we have posts' confirmation that the text of the announcement is acceptable to host governments. Mr Jack and HKGD will be supplying you with similar background material on Japan, and Hong Kong.
