In his telegram from Jeddan, "the Private Secretary expressed Concern that the list of topics for discussion in Hong Kong read "like themes for an inquisition". Mr Clift discussed this with 22the Private Secretary and mentioned it in his letter of 1 September

to the Governor. The Governor has now replied (Hong Kong telegram No. 1133) and has clearly taken the point.
