2. I recommend that the Secretary of State agree the revised draft

programme (copy attached). I submit a draft telegram. I also

recommend that Lady Carrington's views be sought on the points in

paragraphs 7 to 9 below.

Background and Argument

3.

In my submission of 21 August, I recommended that the Secretary

of State approve the outline programme proposed by the Governor

(Hong Kong telegram No 1017). The Secretary of State's and the

Private Secretary's comments on it are contained in the Private

Secretary's telegram from Jeddah and take account of the points which

Sir E Youde added to the submision.

4. These comments were passed to the Governor by Sir E Youde in

his telegram No 707. The Governor has now suggested that the

meeting with the Commissioner of Police and the dinner with senior

F(32) Police Officers be dropped (Hong Kong telegram No 1153). This seems

sensible in the light of the Governor's telegram No 1155 to

Sir E Youde.

5. It has also become necessary to curtail the programme on

29 September to enable the Secretary of State to advance his

departure for Tokyo. The Governor has therefore suggested that

the meeting with the Urban Council scheduled for that morning

replace the meeting with the Police Commissioner (Hong Kong
