In Hong Kong telegram No 1194 the Political Adviser passes on the Governor's views on various points in the brief.

I attach draft telegrams to Hong Kong and Peking. The attached latest version of the brief shows that we have incorporated most of the points made by the Governor, notably in paragraph 5.

3.

The point on which I suggest we should await further discussion is the proposal to delete the last and perhaps the penultimate sentences of paragraph 1. At the meeting with both the Governor and the Ambassador on 8 August, it was certainly agreed that the Secretary of State should open by a reference to Gu Mu's mention of the longer term and I do not think we are taking any risk in agreeing that it is time to start thinking (rather than talking) about the longer term. I think this is the least we can do to meet Sir P Cradock's point.
