15. Express HMG's concern at the temporary suspension of services

on the Hong Kong/Shanghai route.

16. Reaffirm HMG's commitment to establish air links between Hong

Kong and the People's Republic of China at the earliest possible

opportunity. Air Services Agreement signed in November 1979.

17. Confirm HMG's commitment to find a solution to the problem

compatible with the interests of Hong Kong.

REPLACEMENT FOR KAI TAK AIRPORT

Understand airport has to be replaced by 1990 and present pre-

ferred site is north of Lantao Island. No final decision made.

19. Aware of suggestions that airport might be in China, just north

of border. This would obviously raise very complex problems. There

have been no discussions with the Chinese on the subject. Do not

plan to raise it during visit to Peking.

ENTRY OF HONG KONG BRITISH-PASSPORT HOLDERS TO WEST GERMANY AND AUSTRIA

20. Tried to persuade West Germans and Austrians to waive visa

requirement for Hong Kong British-passport holders. Await response

from Austrians. Ultimately, authorities of each individual country

decide for themselves who has right to enter their territory.

[If pressed]: Not optimistic but will consider another approach to

Germans.

Hong Kong British-passport holders visiting UK do not require

prior entry clearance.
