You may also wish to discuss the question of police morale etc, on which you are briefed, and that of Sir Murray's successor.

Sir Murray will be in London in the first week in November (Hong Kong telegram No 1288). We have arranged for him to see the Secretary of State after they have lunch together on 3 November. Sir Murray will also be in London on 14 October; it is more appropriate for his meeting with Lord Carrington to take place after he has seen the Governor of Guangdong on 20 October. However, you may wish to discuss with the Governor what he should do on 14 October. We in the department would welcome a short talk if he can manage it. It is posible that he might wish to talk then about ECGD guarantees for Hong Kong contracts on which I have minuted separately.
