I would also, if possible, like to see someone from one of the major British International Banks such as Lloyds or Barclays International. With all these people I would be very glad if it were possible to offer lunch or other hospitality. I certainly owe David Newbigging and Frank Pong.

iv) New Territories. Last February I had a very good

introduction to New Territories development and government administration. It would be helpful this time to talk to local Advisory Board members and possibly the Heung Yee Kuk, This would also complement the briefing which I had last time about urban district administration.

v) Journalists. I would again welcome an opportunity to

meet a cross-section of journalists, Last time David Ford kindly gave a lunch which was very helpful. But I would be very ready also to call on people separately. I would like to see the Far Eastern Economic Review, the South China Morning Post and preferably representatives of the Chinese Press as well.

vi) Other Opinionmakers. Last time I saw the 'young observers'.

I would welcome a chance to see them again, and any other groups of people with unorthodox ideas.

vii) Other Personalities. Lydia Dunn kindly offered to give

a meal to meet some of her friends and I would be grateful if a slot could be arranged for that.

If you think

it would also be helpful for me to call on Y K Kan, I would be happy to do so.

viii) Prisons. I would be interested in seeing a prison and

perhaps drug rehabilitation work.

ix) Factories. I would like to see a couple of representative factories, preferably at either extreme of the scale of sophistication.

5. I am afraid that this looks quite a full agenda but I know that you are very practised at squeezing appointments in and I am quite happy to keep up a rapid pace. Of course, I leave it to you as to how the meetings are organised and to vary people to be seen as you think fit. It goes without saying that I would, in addition, welcome the chance of separate discussions with the Governor, yourself and David Wilson on a variety of topics
