We owe you a reply to your letter of 2 April to David Ford in which you referred to the suggestion that a UK-based Information Officer might be attached to the Government Secretariat with responsibility for more effective representation of the British point of view in Hong Kong. The Foreign Office would not be able to contribute to the cost.

H.E. has minuted that he discussed this matter with you when he was in London. As H.E. understood it, the proposal was that a UK Officer seconded to the Hong Kong Government, based in Information Branch would:

liaise with the Foreign Office on issues likely to be of Parliamentary interest, and

where necessary, put over the UK's point of view in Hong Kong.
